Debbie Simkins

Debbie Simkins has 20+ years of leadership and consulting experience in large-scale program delivery, portfolio management and information technology in the health care/managed care industry. She is currently the Vice President for the Office of the CIO at Molina Healthcare, Inc. In this role, Simkins oversees centralized support services for the Information Technology department, which includes service, performance and vendor management, quality assurance and service desk.  She also oversees IT strategy and planning as well as enterprise architecture.

During her time at Molina, she has served in Director and AVP roles in application development, new business programs and rolled out the IT Program Management Office and Business Relationship Management program. Her experience prior to joining Molina includes IT Director positions for Alere Medical, Inc. where she implemented the company’s next generation, FDA certified DayLink Monitor leading the IT PMO at PacifiCare Health Systems and 8+ years in healthcare/technology consulting for First Consulting Group. She earned her Bachelor of Arts in American Studies from Pomona College, and her Master of Science in Gerontology and Master of Arts in Public Administration from the University of Southern California. Simkins is Information Technology Infrastructure Library (ITIL) and PMP-certified.
